Threatened Species at Whalers Way
Dear Minister Plibersek, In recognition of Biodiversity Month and National Threatened Species Day, I am writing to urge you to declare the Test Launch Campaign associated with the Whalers Way Orbital Launch Complex proposed Major Development (EPBC No. 2021/9012) a controlled action, pursuant to your powers under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). As you would be well aware Whalers Way, located on the southern tip of the Eyre Peninsula in South Australia, is home to a number of threatened, endangered and migratory species. Whalers Way is located in a Conservation Zone and is covered by a state Heritage Agreement due to its significant native vegetation. Whalers Way represents critical remnant habitat for the Southern Emu-Wren of the Eyre Peninsula, a bird for which you have recently increased protection by changing its national conservation status from vulnerable to endangered (i.e. closer to extinction), and the Mallee Whipbird, whose national conservation status is currently under review. Whalers Way is located in an area of extreme bushfire risk. The risk is substantial and the damage any potential fire could cause to critical remnant habitat for threatened and endangered species is catastrophic. Whalers Way abuts a marine sanctuary which serves as critical year-round habitat for the Australian Sea Lion, listed as endangered under the EPBC Act. Whalers Way is an important nursery for the migratory Southern Right Whale, listed as endangered under the EPBC Act. Scientific evidence continues to emerge that the level of noise pollution associated with this type of development causes serious behavioural disruption in these marine mammals. The Test Launch Campaign risks significant harm to these matters of national environmental significance and threatens protected habitat that is critical to these species' survival. Despite all this, the proponent continues to push ahead with its plan, and refuses to refer it for consideration under the EPBC Act. That is why the government must act. There is a real possibility that the Test Launch Campaign will have devastating impacts on matters of national environmental significance. Allowing it to go ahead risks long term damage to Australia's already struggling biodiversity. Applying the precautionary principle, we call on the government to act urgently to safeguard this nature sanctuary and declare the Test Launch Campaign a controlled action. We ask Labor to honour its pledge to ‘zero extinctions’ and act now to protect Whalers Way. Thank you
